ANSWER:

You shouldn’t say bismillah if you are not reading the surah from the beginning. 

Regarding Qayam in prayer:What is the ruling on saying بسم اللہ after Fateha when we are going to start a Surah not from beginning but from 2nd or 3rd ruku.
