There is a fatwa 99983 but it is not translated yet.
It states that it is not permissible to learn it except if a person has strong knowledge of the Quran and Sunnah and is able to distinguish what is right and what is wrong so that he can warn others. But it is not permissible to learn it in order to practice it.
As for the different fatwas you had quoted, this is related to learning it in the Islamic countries and that people will implement it or deal with it except in limited conditions and circumstances.
Therefore, it is not permissible to go to mixed universities especially to study law.
