He can do it before leaving Medina

One of my cousins is coming from Riyadh to Jeddah on a business trip. After business he wants to go to madina and from there he wants to perform umrah. Can he make niyyah and wear ahraam after leaving madina or he has to do it while leaving Riyadh.
