On Huda tv I heard a Hadith last that Prophet pbuh said regarding child rearing” upto 7 years give him love, for the next 7 years give him instruction(I.e between 7-14) and for the next 7 years be his friend(14-21)”.Is this sahih?

This is not a Prophetic Hadeeth. It was said by Omer, may Allah be
pleased with him.
