ANSWER:

This is not for the laymen to do! 

The muslim ruler or muslim court would study the case and come up with their verdict after all obstacles are removed. 

Anyone killing him without authorization is a murderer and should be killed. Everyone will go and kill whomever he wishes and claims that he had insulted the prophet salla Allahu alaihi wa sallam! 

My question is regarding blasphemy law,In my country when someone hears anyone insulting Prophet Muslim or non Muslim they become thirsty for his/her blood, is it in shariah to kill blasphmer?
