She should wash the exposed part carefully and then wipe over the cast. But if this would harm the cast, she can perform wudhu without washing the toes. 

My mom burned her foot, so they put her foot in a cast, but the toes are exposed, she is not meant to get the cast wet also the water causes pain, she is currently wiping over the cast even with the toes exposed; is this ok?
