ANSWER:

They must make niyyah from the meeqat while flying over it, about 45 minutes before landing in jeddah. They can stay in jeddah for few days in their Ihram before going to Makkah. 

My grandparents are coming next week, they are old and weak (cant perform umrah same day they come). Is it necessary to make niyyah from pakistan or can they come here and do umrah from jeddah.
