This man is probably a follower of the deviant sect known as Al Ahbash. They are out of the fold of Islam and hence, one should not pay any attention to what they say.
Ibn Taimiyah is one of the greatest scholars of Islam and those who talk against him or say that he is not a Muslim are themselves deviant and not Muslim.
