He was forgiven because he took the measures to leave that town as part of his repentance! This showed his remorse over such killings. On the other hand, we are also told about a woman who was admitted to hell for not feeding her cat until it died. 

Man killed 99 people then wanted to repent then killed another man who was an imam,cuz the imam said he is not elligible for repentance.etc. He was forgiven.Because of this story many ppl think they can be forgiven easily.because he was forgiven even after killing the last person.He was in a repent mood b4 killing him.but he still continue wrong what’s ur opinion abt this
