I’ve noticed a brother when in his second rak’ah, just before he gets up to continue reading his 3rd rak’ah, he raises his hands the same way as we would with takbirat al-ihram, going into rukooh, and after saying “sami’ Allah liman hamidah”. Is this permissible? I’ve never seen anyone raise their hands at this position.

This is the sunnah. When you stand up from the first tashahud to the third Rakah, you raise your hands for takbeer.
