The rule for  the walimah is, generally, that it must be organized and paid for by the husband, however it is permissible for the couple to organize it together if this is what they agree upon. Any other spending should be as per the agreement of the parties involved.

(Unless its a huge purchase) But I read that I need his permission and also his permission to donate. He laughed when i called him one time to ask if i can donate to someone.
