A guardian and two witnesses is sufficient but it must be registered before consummating the marriage so that the woman can be safe from him running away and she is stuck without being divorced or able to prove this to the authorities!

Is presence of Imam necessary for conducting a Nikah or 2 witnesses is sufficient for a Nikah ?
