This can only be done by her father or husband or her guardian. She must be ordered to wear it and to cover herself properly. 

Is it permissible to force a grown up girl to wear abaha if she does not? Is taking strict actions allowed? Because even after explaining so much, the girl refuses to wear an abaya or a hijab.
