ANSWER:

This is not permissible and can easily mount to shirk if a person believes in its significance and ability to know fate of people. 

Is it allowed to have knowledge of lucky numbers and unlucky numbers But not believing in it. because it is so common that you cant avoid knowing about it like 786 is bismillah and 110 is Ali r.a. 51 is lucky. 13 is unlucky. and so on. No belief in these but only knowledge about it.
