What your mum says is totally baseless and fabricated. This is a superstitious belief that has got nothing to do with islam.

No problem at all in brooming any time of the day or night. 

Is it allowed to broom the room for cleaning during magrib or after 12 am? My mom says it not good to broom during these times.
