ANSWER:

As long as you don’t speak about them nor act upon those thoughts, you are not sinful. However, a true muslim always cleanses his heart and purifies it. 

Is it allowed in Islam to have any bad thought about a person or about his intentions under any condition? What’s your advice for those who have bad / negative thoughts upon another individual?
