It was the Prophet salla Allahu alaihi wa sallam who forbade a woman from travelling without a male mahram even if it was for Hajj.

Is a woman allowed to travel without a mahram if it is for religious purposes, such as a camp with the aim to spiritually uplift, consisting of just a group of women. The location would be in an isolated area.
