No, it wouldn’t be wrong unless the money is specificity given for fasting people. Usually, you can’t verify who is fasting and who isn’t.

In Ramadan we friends go out to give iftar food to the needy on streets, those who are fasting. But, we see many who are not fasting but they line up to get the food which we are distributing for those who are fasting. We want fasting people to break their fast with the food that we give. If we give it to non-fasting people then wouldn’t that be wrong?
