ANSWER:

If a person is doing that out of disrespect, this is kufr and prohibited without a doubt. 

But if this was unintentional or without any ill intent, this is not kufr nor sinful. 

In my country the mufti says It will be kufr,if anyone touched Quran with his feet intentionally or when he is aware that his feet his touching Quran and he remain doing that even if his intention is not to disrespect Quran. But if it happened unintentionally then it is not kufr. Is this fatwa correct?
