ANSWER:

This is Sunnah. One should raise his voice so that he can hear himself and not to make those in the other room hear as well. 

In a congregation after recitation of Surah Fatiha i have seen many people say ameen really loud, I would like to know how should someone say ameen as per the sunnah.
