ANSWER:

It is your duty as a parent to enforce it upon them according to the best of your ability, the laws of the country and the pros and cons. 

If you have children and they dont listen to you about wearing hijab and short clothing what do you do? Because I tried my best but I fear Allah is still going to ask me.

I have tried searching for an Islamic interpretation or hadeeth or a scholarly paper regarding mentally disabled people in Islam but have not found anything regarding this matter. My question is, if someone has a son/daughter who is mentally challenged (not autism, retardation) from birth, is it a curse from Allah? How should they handle it?
