Zakat is due on savings that reach the value of 595 grams of silver. If it is less than that, there is no zakat. It is not due on what you own such as clothes, phones, cars etc.

It is due after a whole year passes on that savings.

If we are supposed to give zakât, of not only that which we earn, but also of the things we own, which have some kind of value as a cellphone, computer etc.?
