If our leader of the country says that you should study hard as we want an educated nation, does this become obligatory to obey it, or is this recommended? Also the leader here is a woman, although this is a Muslim country. ..

What laws do non-Muslims follow when they are in a Islamic State (there jerustiction). This is for a project so i need it in detail.
