If he is sincere and strives hard, Allah will guide him and unlock his heart.

If a kafir/murtad/munafiq strives for guidance, will Allah guide him back to the truth if he shows a willingness & tries to be as sincere as he can even though his heart is sealed. Or does Surah Al Ankaboot, Verse 69 only apply to muslims only?
