If you have tried every mean to find her and still not able to locate her then in this case you can give that amount to any poor or needy Muslim while repenting to Allah and expressing sincere remorse as that was a major sin.

I went to tution in childhood. The teacher was Indian I’m not sure if she was muslim or not. My parents didn’t pay the fee so now they want to pay the fee but we don’t have any contact with them. Should we give the fee to any mosque?
