ANSWER:

This is not true.

If you know that you have enough time to do both, you should pray the sunnah first and then the fard. 

I was told that if I wake up late for fajr like 15 or 10 left that I do the fard first (although I can do them all within 15 minutes) then the sunnah (their reason is because sun has started rising). Then after sun has risen i.e after 30 minutes then I should do the sunnah what is the correct view in this situation
