ANSWER:

It is not permissible to wear kohl outside of the home if one does not cover their face as non mahrams would see it.

I wanted to know the ruling of wearing kohl on the eyes and eyebrows outside the home without the eyes covered.

In the hadith narrated from Abd-Allaah,about plucking eyebrows,tattooing,and filing teeth,he has mantioned all them in one hadiht,anf he said they are cursed.Does that mean that if you do one of those or another,the amount of sins that you get is the same? So if i pluck my eyebrows is as if i tattooed my self?Or if i file my teeth is as same as if i pluck my eyebrows?Are they equaly to each other?
