ANSWER:

If the payment was based on hourly basis and in return of productivity, he is entitled to the amount he had produced.

But if the agreement was to finish the job and then get paid for it which he has failed in doing or fulfilling, he doesn’t deserve anything.

I requested a person to help me in project telling my requirements from the beginning for payment. Person didn’t tell me he can not do that requirement from the beginning and started to look through my project for which he spent his time. But after a while, he said he is not able to complete this requirement & demanded money for his time. should I pay him or not
