ANSWER:

The authentic hadeeth in this regard indicates that it is not recommended for men to adorn themselves and to get attached with this like every half an hour or so, but if a man combs his hair and takes care of his hair by combing, washing, or applying oil on it, in a daily bases then this is permissible, because the prophet salla Allahu alaihi wa sallam said: ” if Allah blessed one with hair then he must honor it”. 

This applies to both men and women.
