One said either I stay in ihram till i finish and then perform umrah with no covering of the face or pay fidhya.The other one said that I have to stay in ihram no niqab or full cover and then when I’m clean to perfprm umrah and i dont have a choice of paying fidhya. I do normally where a niqab but I’m finding it difficult with the full veil [ I cant see} and i dont want to uncover my face when going out.

You are still in the state of Ihram until you become pure, make total bath and then make your Umrah. You must avoid all things restricted in Ihram such as wearing the Niqab. You must cover your face with one or two layers but without having any opening for the eyes.
