ANSWER:

Men must not wear garments that go below their ankles. 

You can wear thick, wollen socks to keep yourself warm. 

I live here in europe and it gets very cold outside in the winter. What is the ruling of wearing insolating winter trousers that go below the ankles when it is too cold (for example 0 (or below) degrees celsius)?
