ANSWER:

If you are classified as insane during such times and you don’t know day from night and are completely unaware of what you are doing then you are not accountable and Allah is your judge.

I have had a long battle with mental illnesses, and sometimes when I eventually get overwhelmed or when a strong episode is triggered I may act in an irrational way and do haram things influenced by these problems or pervert my niyah. I would never do if I was in a healthy state. If I have no control on how I react to these things and am I sinful for these?

Sheikh, in the past, I used to ride the local public transportation(Buses, subway) without paying and I would like to now pay them back an estimate of what I have wrongfully consumed.
