ANSWER:

If the authorities permit prayers in the masjids and one has nothing to fear and he takes the necessary precautions, he must pray with the congregation. 

I am from Bangladesh, here all offices are opened and all masjids are opened. But most of the people do not abide by the safety rules. So, if someone fears of getting infected by COVID-19, is it allowed for him not to attend the masjid congregation and pray in congregation at home?
