If this doesn’t involve any financial implications upon you and you have a legitimate reason to go and live in the USA, this is permissible.

I am an Muslim immigrant living in the US. Every year the immigration service has a worldwide lottery in which you have to apply by entering your information( you do not pay for it), and they pick a number applicants and give them the green card. Is this halal? or is this forbidden in Islam, is this apply to the same ruling with the lotteries that involve money?
