This is administrative issue and as long as it doesn’t go against the Quran and Sunnah and it is benefiting people, it is mandatory to obey the authorities.

How is it decided how the rules of traffic is made in a country with 100% sharia? Or any other matter where the Quran & sunnah don’t talk about these issues directly?
