If she is Muslim and she has family who is Muslim, her guardian should be one of her family members from her father side such as a brother if not an uncle if not a cousin.

If she had no guardian at all, her guardian becomes the Islamic judge in that country. If there was no such judge, the Imam of the Muslim center becomes her Wali.
