The hanafi scholars use this hadith as evidence that hands should not be raised in salaah when going for the rukuu or when rising up for the rukuu? How can we refute their claim?

We can refute this by saying that the Prophet salla Allahu alaihi wa sallam used to raised his hands in prayer. This hadeeth quoted is referring to raising the hands while in the sitting position when offering salam to the right and left.
