ANSWER:

No problem in slaughtering in another country and to be given to the poor Muslims, however the sunnah is to witness the sacrifice and eat from it. 

For the qurbani for eid al adha, is it permissible to give money for it to be brought abroad and given to someone in need. If one feels he does not need it himself or doesnt have the room to store it.
