No, this money is not accepted as zakat without initially intending it before giving it to the individual who is classified as poor or needy. 

Early this year,I had given some money to my brother to help him at his business, with an intention to receive back as per his promise.Later I was due to pay zakat.Unfortunately I didn’t have enough money to pay my zakat and my gold was at the locker back in my home town.So I decided to forgive the debt of my brother,money equivalent to zakat.Is my zakat accepted?
