ANSWER:

No problem in talking during tawaf. 

It is not permissible to pray inside the Hateem or pass through it during tawaf as it is part of the kabah and your round is incomplete if you pass through it. Interrupting Tawaf for such a prayer is not permissible. You can pray after the Tawaf is over. 

During Tawaf can we talk, also while During TAwaf can we pray in Hatem?
