If not, should the grandfather make a Wasiyatnama so the orphaned grandchildren inherit some of the wealth ( not more than 1/3)

As long as the grandfather had sons, the grandchildren of the dead son do not Inherit. However it is recommended for the grandfather to include his grandchildren in his will as he can give them not more than one third of the inheritance.
