Can I plant flowery plants & herbs in our family/community graveyard in & around graves. I also intend to put some banners, signs with written words of Allah(swt)s name, hadiths, ayats from quraan so that passing by people may read & get benefitted. Are these act & modification permissible?

Is it permissible to raise money from the community to fund sadaqah jaariyah for a deceased person? My grandmother had passed away, some relatives are raising money from the community in order to build an Islamic centre. Is this permissible? Or should the money only come from the children of the deceased?
