ANSWER:

He is a kafir as he has breached one of the six articles of Iman when he believed that the Quran was altered. 

Consider a shia who believes the Quran is altered because he heard someone say so. He doesn’t believe Ali is God. He lives far away from sunni Muslim areas. He never was presented with evidence. Do we declare this shia as Kafir without giving him a chance to listen to the truth??
