Athkar are certain invocations that people do after prayer, when going out of the house, before sleeping, before and after eating etc. Du’ah is the supplication where you call Allah and ask Him for something whether it is forgiveness or the likes of that.

There is no procedure. A person who is acknowledged by scholars to be of knowledge can give fatwa.

A scholar can’t become one without studying with scholars who would correct him and clarify things for him. It was said that whosever his teacher is his book, his shortfalls would be more than his right choices. Never the less, a student of knowledge is better than an ignorant one all together.
