It depends on what he thinks along side of that.

If he meant that and he knows what it means, he becomes Kafir but it is not your duty to label people.

If a person rejects the hadeeth, he is kafir.

If he believes that, he is kafir.

No, this is not kufr. This is wishful thinking and hoping for the best.

If he knows that it is not going to be accepted and yet he still prays and doesn’t care, he is a disbeliever.

If he is sincere in his repentance, his bad deeds are erased and his good deeds are restored.
