Can we utilize the amount of zakat to purchase anything for a needy government school please clarify

In our village people do so many biddah, l am planning to request a teacher who can teach quran with translation and explain the meaning. This teacher has to go by bus in our place. I want to know if I can give her my zakat money so she can teach the ladies and children and in the same time can support her family. The people who will come for study i want to spend my zakat money for their food so they will come to learn the truth about islam. This teacher has studied from Scholar Nighat Hashemi.

Is it permissible to give zakat to more than one person? If Allah has given him plenty wealth and he is a billionaire, he then gives his zakat to 2 or more people. Maybe if given to one person can receive millions or close to, instead he gives to 2 or more if the money is plenty so they can benefit from it?
