The Sunnah is that we recite the Quran silently during Rawatib (recommended voluntary prayers). But if a person wants to raise his voice, this is permissible.

Can sombody recite Quran in prayer sunnah out loud?At fajr for exemple in fisrt 2 rakah sunnah..or he must silent?
