Giving sadaqa to disbelievers is permissible. However, look harder and you will find needy muslims

Can SADAQAH (Charity) be given to anyone? I mean in India, there are poor Muslims but majority of them are Bareillvies, who are involved in grave worship etc. So, can we give them SADAQAH because to find a POOR MUSLIM who is on a TRUE PATH is very difficult ?
