Wa alaikum salaam
The answer is yes to both questions. However, if she enters the state of Ihram she should make a condition is that if she were to leave before being pure that she would dissolve her ihram without any expiation.

Assalam o aliakum! A woman has to leave for ummrah and just before leaving she notices that she has entered the impure state. She has not done neeyat yet. Rest of her team has to leave for ummra and she can’t be left alone in madina.(she lives in hafar al batin).the day she has to take ghusal will be the day of the departure from makkah.she can’t stay in state of Ehraam for seven days.CAN SHE GO TO MAKKAH WITHOUT THE NEEYAT OF UMMRAH AND WITHOUT EHRAAM?Jazak Allah!
