ANSWER:
It’s totally prohibited to remove the eyebrows by any means and it comes under major sin.
No problem in bleaching the extra hair but must conceal this in front of non mahram men and while going out as this comes under adornment. However, if the eyebrows becomes harmful or hazardous as in the case when it impairs one’s vision, one can cut only that hair.
